Paul Hughes is the Senior Adviser for International Security and Peacebuilding at the U.S. Institute of Peace established by Congress and located in Washington, DC. USIP is a non-partisan highly regarded think tank.

Mr. Hughes is a retired U.S. Army Colonel and was previously the USIP chief of staff and director of its Nonproliferation and Arms Control Program. He was also executive director of both the Quadrennial Defense Review Independent Panel and of the Congressional Commission of the Strategic Posture of the United States. He directed Iraq programs in the Center for Post-Conflict Peace and Stability Operations.    

On active Army duty prior to joining USIP, Col. Hughes served in the Office of the Secretary of Defense as deputy director of the Office of Humanitarian Assistance. He was director of national security policy on the Army staff.  With the Coalition Provisional Authority in Iraq, he developed and led policy initiatives such as the disarmament, demobilization and reintegration of the Iraqi Army.  He was also the Army’s senior military fellow at the National Defense University. He led the Pentagon role in crafting landmine policy and the DOD response to various overseas humanitarian disasters. 

Col. Hughes is a graduate of Colorado State University where he also obtained two master’s degrees in military studies. He has been awarded several campaign and service medals, three Bronze Star Medals and two Defense Superior Service medals, among others.
